Atomic Energy Commission Chairman Anil Kakodkar on Tuesday said talks are going on in full swing to clinch an agreement with the IAEA and implement the Indo-US nuclear deal. Breaking over 18 months of silence, US Ambassador David Mulford had warned last week that it was almost ‘now or never’ for India to get such a deal.
